体制变迁视角下我国腐败治理的内在逻辑与战略取向

The Internal Logic and Strategic Orientation of Corruption Governance in China from the Perspective of Institutional Change

腐败治理体制变迁的内在逻辑孕育着腐败治理的战略取向。从体制变迁视角出发,综合运用制度范式对改革开放以来我国腐败治理进程进行理论透视,从腐败治理体制变迁的内生和外生动力机制、多元治理主体、强制性和诱致性变迁方式三个要素探寻我国腐败治理的内在逻辑。立足于腐败治理进程的内在逻辑,并结合新时代腐败形势与腐败治理体制改革与完善的实践需要,归纳总结出我国腐败治理战略取向包括坚持以政党为中心的逻辑支点、法治思维的价值理念和多元主体协同三个方面。

The internal logic of the change of corruption governance system breeds the strategic orientation of corruption governance.From the perspective of institutional change,this paper comprehensively uses the institutional paradigm to analyze the process of corruption governance in China since the reform and opening up,and explores the internal logic of corruption governance in China from the three dimensions of endogenous and exogenous power mechanism,multiple governance subjects,and mandatory and induced changes.Based on the internal logic of the process of corruption governance,combined with the situation of corruption in the new era and the practical needs of the reform and improvement of the corruption governance system,this paper summarizes the strategic orientation of corruption governance in China,which includes three aspects:adhering to the logical fulcrum of the Party as the center,the value concept of the thinking of the rule of law and the coordination of multiple subjects.
