“精准扶贫”视角下人口较少民族发展政策扶持探略

On the Policy Support for Minority Nationalities Development under the Background of “Precision Poverty Alleviation”

我国的28个人口较少民族由于多方面的因素发展相对滞后,对人口较少民族进行政策扶持具有重要意义。造成人口较少民族贫穷落后的原因错综复杂,具体体现在基础设施建设落后、公共服务水平较低、科技人才培养滞后、人力资源开发欠缺、群众收入途径狭窄、区域发展差异较大、公共文化服务较差、传统文化发掘不力、基层组织建设薄弱、自我发展能力不强等方面。针对我国人口较少民族地区发展过程中存在的主要困难和问题,要在加强基础设施、大力发展教育、调整产业结构、促进民族交融等方面加大政策扶持力度,推进我国人口较少民族快速发展。

The development of 28 minority ethnic groups in China lags behind for many reasons, so it is of great significance to carry out policy support to the minority ethnic groups. The causes of poverty and backwardness in ethnic minorities are complex and diverse. This paper systematically analyzes the main difficulties and problems in the process of the policy support of the minority nationalities in China. Furthermore, from the basic facilities, social security, education development,cultural protection, industrial structure, national integration, policy improvement, and so on more comprehensively and accurately put forward the policy support of the minority population less effective countermeasures and suggestions.
