大学章程建设与内涵式发展的实现逻辑 被引量:3

摘要 大学内涵式发展的核心内容是“一个根本,两个发展”,即以人为本的有序发展和创新发展,以人为本是发展目的,创新发展和有序发展是发展方式。实现内涵式发展的主要障碍是大学的自主权未能有效发挥,师生的自主意识未能充分调动,缺乏凝聚师生共识的战略规划。大学章程建设是实现内涵式发展的必由之路。两者共同建立在“以师生为中心”的基础上,章程通过赋予高校的办学自主权和挖掘高校主体潜力来实现创新发展,通过完善治理结构和健全制度体系来保障有序发展。 The core of university connotative development is“one fundamental,two developments”,that is,the development is the innovative and orderly development based on teachers and students.Teachers and students orientation is the goal of development,innovative development and orderly development are the ways.The main obstacle to the realization of connotative development is that the autonomy of universities has not been effectively exercised and the independent consciousness of teachers and students has not been fully mobilized and there is a lack of strategic planning to build consensus between teachers and students.The logical relation between university statute and connotative development is close and irreplaceable,which the process of constitution construction is also the process of realizing connotative development.Both are commonly built on the basis of“teachers and students'oriented”.The statute realizes innovative development by giving universities autonomy and stimulating the subject of universities innovation potential and guarantees orderly development by improving the governance structure.
