农业转移人口市民化水平评价指标体系构建及实证——基于2017年全国流动人口动态监测数据的分析

The Construction and Demonstration of the Evaluation Index System of the Level of Citizenization of Agricultural Transfer Population:Analysis Based on the Dynamic Monitoring Data of the National Floating Population in 2017

基于全国流动人口动态监测数据(2017),从身份市民化、权利市民化、行为意识市民化三个维度构建农业转移人口市民化水平评价指标体系,并结合熵权法和模糊综合评价法进行实证分析。研究结果表明:①农业转移人口市民化的总体水平偏低,其中权利市民化的测度值明显高于身份市民化和行为意识市民化的测度值;②各省市民化水平存在差异,相对来说越发达地区的市民化水平越高。基于实证结果,提出推进农业转移人口城镇落户、提升农业转移人口城镇融入能力、因地制宜推进市民化、加大公共服务均等化力度、重视农业转移人口的社交文化和心理健康问题等建议以加速农业转移人口市民化进程。

Based on the dynamic monitoring data of the national floating population(2017),this study constructed an indicator system for the level of the citizenization of the agricultural transferring population from three dimensions of identity citizenization,rights citizenization and behavior awareness citizenization,and makes an empirical analysis combining the entropy weight method and the fuzzy comprehensive evaluation method.The results show that:①the overall level of citizenization of the agricultural transfer population is low,and the measure of rights citizenization is significantly higher than the other two dimensions;②the level of citizenization of different provinces is different,relatively speaking,the more developed areas,the higher the level of citizenization.Based on the empirical results,suggestions are put forward to accelerate the citizenization process of the agricultural transfer population by promoting the settlement of agricultural transfer population in cities and towns,improving the urban integration capacity of the migrant agricultural population,promoting citizenization according to local conditions,promoting the equalization of public services and paying attention to the social culture and mental health problems of the agricultural transfer population.
