基于内容分析法的我国土壤污染防治政策演变分析

Evolution analysis of soil pollution control policy in China based on content analysis

生态文明建设是现阶段中国特色社会主义建设的重要一环,土壤污染防治是生态环境治理工作的热点和重点.通过"北大法宝"数据库,以"土壤污染"为关键词共挑选242份政策文本,进行总体量化分析和X-Y二维内容模型分析,研究我国土壤污染防治政策的演变过程.结果显示,我国土壤污染防治政策体系建设经历了四个发展阶段且已初步形成;生态环境部和国务院的政策颁布数量最高,两部门的发布量占46.28%;自愿性、混合性、强制性三类政策工具占比为2:5:3,内容逐步细化,措施趋于综合化.该研究系统梳理了我国土壤污染防治政策的内容体系和演变历程,有助于今后该类政策科学的研究和应用.

Ecological civilization construction is an important link in the construction of socialism with Chinese characteristics at the present stage,and soil pollution prevention and control is the focus of ecological environment management.242 policy texts were selected from the database of"Peking University magic weapon"with"soil pollution"as the key word.Through overall quantitative analysis and X-Y two-dimensional content analysis model,the evolution process of soil pollution control policy in China was studied.The results show that the policy system of soil pollution prevention and control in China has gone through 4 stages of development and has taken shape initially.The Ministry of Ecological Environment and the State Council issued the highest number of policies,accounting for 46.28%of the total.The voluntary,mixed and compulsory policy instruments accounted for 2∶5∶3,with the content gradually refined and the measures progressively integrated.This research systematically combs the content system and evolution process of soil pollution prevention and control policy in China,which is helpful for the future research and application of this kind of policy science.
