利益相关者视角下非政府组织参与环境治理的模式创新研究--以绿色浙江“吾水共治”圆桌会为例

The innovation pattern of non-governmental organizations’ participation in environmental governance-a case study of the round table of Green Zhejiang “our water co-governance”

随着环境问题的日益复杂化,环境治理中多元体系的形成尤为重要,非政府组织(NGO)作为一种新的社会治理力量受到广泛关注。然而,治理过程中利益相关者之间很难达成共识,因此,探索各利益相关者共同参与环境治理的模式具有现实意义。基于利益相关者理论,以绿色浙江"吾水共治"圆桌会为例,对环境治理中的利益相关者角色及功能展开分析,研究NGO在协调多方利益、维护公众权益、促进民主协商、实现多元共治过程中的作用机制和模式创新。

With the increasing complexity of environmental problems,the formation of multi-governance system has become particularly important.As a new social force,non-governmental organizations(NGO)have attracted more and more attention.However,it is difficult to reach an agreement among stakeholders in the process of governance.Therefore,it is of great practical significance to explore the mode of active and effective participation of stakeholders in environmental management.The article was based on the stakeholder theory.By taking the Green Zhejiang"our water co-governance"round table as an example,the role and function of stakeholders in environmental governance had been analyzed,and the mechanism and mode innovation of NGO in the process of coordinating the interests of multiple stakeholders,safeguarding the rights of the public,promoting democratic consultation,and achieving pluralistic cogovernance had been studied.
