摘要
“2030国家愿景”是卡塔尔最重要的国家层面的指导纲领,它将发展人力资本当作卡塔尔未来所有领域发展的重中之重。在此基础上,卡塔尔发展规划与统计部先后颁布了2011~2016年和2017~2022年两个五年计划的国家发展战略。《卡塔尔国家发展战略(2017~2022)》为卡塔尔未来发展指明了方向和路径,再次明确了教育为其重点发展领域,确定教育战略的主要目标为:建立世界级的教育体系,为公民获得优质教育和培训提供公平的机会,让所有学习者能够通过接受教育来实现他们为社会做出贡献的愿望;弘扬卡塔尔的社会价值观和文化传统,理解并尊重其他文化。其主要目标的实现建立在3个教育阶段的15个中期成果基础之上。
Qatar’s“2030 National Vision”is Qatar’s most important national-level guiding principle,and it will develop human capital as the top priority for Qatar’s future development.On this basis,Qatar has successively issued national development strategies for the two five-year plans for 2011-2016 and 2017-2022.The newly released Qatar National Development Strategy(2017-2022)points out the direction and path for Qatar’s future national development,and once again clarifies education as its key development area.The main objectives of the education strategy are:to establish a worldclass education system,to provide citizens with fair opportunities for quality education and training,and all learners can achieve their desire to contribute to society through education;to stabilize Qatar’s social values and cultural traditions,to understand and respect other cultures.The achievement of this main goal is planned to be based on 15 interim results at three educational stages.
