近年来,消费已成为经济增长的主引擎,消费对经济增速的贡献率在60%左右。面对新冠肺炎疫情的严重冲击,各地政府选择通过发放消费券等方式,提振消费、促进经济复苏。本文将从消费券发放的形式和渠道、消费券的使用效果、消费券发放和使用中存在问题等多方面入手,分析消费券的内在逻辑与潜在风险,并提出相关意见建议。
In recent years, consumption has become the main force of economic growth, which contribution rate to economic growth is about 60%. Facing the severe impact of the COVID-19, local governments have chosen to issue consumer vouchers to boost consumption and promote economic recovery. This article will start from aspects such as the form and channel of issuance of consumer coupons, the use effect of consumer coupons, and the problems in the issuance and use of consumer coupons, analyze the inherent logic and potential risks of consumer coupons, and put forward relevant suggestions.
