Research on Risk and Prevention of the PPP Project Payment Mechanism--Analysis from the Perspective of Government Finance in Sewage Treatment PPP Projects

近年来,我国大力推进PPP模式在污水处理领域的应用。本文基于政府方视角,对政府PPP项目付费模式涉及到的合理回报率、投资额、付现运营成本、保底污水处理量等关键风险因素进行了分析,为合理测算污水处理服务费单价、合理设计支付机制提出相应的风险应对措施。以期降低实务中政府财政支出风险,提高财政支出效率,促进污水处理PPP项目健康可持续发展。

In recent years, China has vigorously promoted the application of PPP mode in the field of sewage treatment. Based on the perspective of the government, this thesis analyzes key risk factors involved in the government PPP project payment model, such as reasonable rate of return, investment, out-of-pocket operating cost, and minimum sewage treatment capacity, and puts forward corresponding risk countermeasures for reasonable calculating unit price of sewage treatment service fee and reasonable design of payment mechanism. In order to reduce the risk of government expenditure in practice, improve the efficiency of fiscal expenditure, and promote the healthy and sustainable development of sewage treatment PPP projects.
