中国共产党成立以来,在革命、建设和改革过程中不断涌现出的优秀县委书记都是鲜活的正能量、有形的价值观,往往会发挥激励、示范和引领作用。优秀县委书记在来源分布、学历履历、遴选标准、后期擢升等方面表现出共有的特质,其健康成长是个人努力、组织培养、社会环境共同作用的产物。要培养、造就高素质的县委书记,应注重从激发卓越的理想信念、持续历练执政本领、实施科学的人才规划等方面入手。同时,组织部门还应持续加强培养,以防止优秀县委书记中道落马,由“优”变“锈”。

Since the founding of the Communist Party of China,the outstanding county party secretaries who have emerged in the process of revolution,construction and reform are all fresh positive energy and tangible values,and often play an incentive,exemplary and leading role.The excellent county party secretaries have common characteristics in source distribution,educational background,selection criteria,later promotion and so on.Their healthy growth is the result of the joint action of personal efforts,organizational training and social environment.In order to cultivate and bring up high-quality county party secretaries,we should focus on stimulating outstanding ideals and beliefs,continuously practicing governing skills,and carrying out scientific talent planning.At the same time,the organizational department should continue to strengthen the training,in order to prevent the excellent county party secretaries from"excellent"to"rust".
