新自由主义全球化、弹性积累与福利国家体制适应性困境

Neoliberal Globalization,Flexible Accumulation and Adaptability Dilemma of the Welfare State System

资本主义政治-经济体系在晚近数十年来所发生的巨大变化,对于劳动力市场以及全球范围内的劳动者行动能力产生了极其深远的影响。新自由主义全球化是一把双刃剑,一方面它让生产组织形式以及劳动过程发生深刻变化,让劳动关系发生深刻调整,让劳动者面临新的、更具不确定性的风险,须由国家出面提供更具针对性的福利支持;另一方面它又让基于中央宏观调控的福利国家体制严重受限,难以发挥凯恩斯意义上的就业保护与福利支持功能。这里所隐含的福利悖论是:新自由主义全球化不能没有福利国家,但新自由主义全球化又难以与福利国家体制共存。当我们为创新我国的福利体制改革之路而借鉴西方发达国家经验时,不能无视福利国家体制在当前正面临一个时代适应性困境。

The great changes in the capitalist political-economic system in recent decades have had a profound impact on the labor market and the ability of workers to act on a global scale.Neoliberal globalization is a double-edged sword.On the one hand,it brings about profound changes in the form of production organization and labor process,profound adjustments in labor relations,and new and more uncertain risks for workers.Therefore,the state should provide more targeted welfare support.On the other hand,it severely limits the welfare state system based on the central macro-control,and makes it difficult to play the functions of employment protection and welfare support in the sense of Keynes.The welfare paradox implied here is that neoliberal globalization cannot exist without the welfare state,but it is difficult for neoliberal globalization to coexist with the welfare state system.When we learn from the experience of western developed countries in order to innovate our welfare system reform,we cannot ignore that the welfare state system is facing an era of adaptability dilemma.
