行动者网络视角下的蓝湾修复洞头模式——以东岙沙滩修复为例

A Research on the Dongtou Model of the Blue BayRenovating Based on Actor Network Theory--A Case of Dong’ao Sandbeach Renovating

洞头区蓝湾修复与美丽乡村建设之间相互促进,成为区域发展的成功典范。运用行动者网络理论对蓝湾修复、美丽乡村建设之间的多元利益主体关系进行解译,发现:蓝湾沙滩修复工程是构建行动者网络关系的集体行动强制通行点(OPP);沙滩修复工程完工后,沙滩景观它又成为新行动者网络的关键行动者,重构地方关系网络。行动者通过空间协商和利益联盟对异议或潜在的异议进行消解,实现各异质行动者的利益诉求共赢,沙滩修复也活化了整个渔村。"蓝湾修复洞头模式"的根本是关键行动者的公共物品性,推动沙滩修复实现"水清、岸绿、滩净、湾美、物丰、人和"。

The blue bay renovating and the beautiful countryside building are mutually promoting in Dongtou district,Wenzhou city,which becomes a successful model of regional development.Based on the actor network theory,the relationships between the stakeholders of the blue bay renovating and those of beautiful countryside building were interpreted.The results showed that:1)the blue bay renovating project is the collective Obligatory Passage Point(OPP)to construct the relationships among all actors.2)After the completion of the blue bay renovating project,the beach landscape became the critical actor in the new actor network,who reconstructed the local relationship network.Spatial consultation and interest alliance were applied to dissolve potential objections or dissenters,which balanced the benefits of various heterogeneous actors.So the blue bay renovating activated the whole fishing village.Fundamentally,"the Dongtou model of marine ecological restoration"is deduced that critical actors have the properties of public goods.The model promotes beach restoration and realizes beautiful ecological and natural landscape.All subjects got the benefits respectively,which contributed to endogenously developing in village and realize rural revitalization.
