巩固脱贫成果措施研究——以云南省大理州为例

Study on Measures to Consolidate Achievements of Poverty Alleviation--Taking Dali Prefecture of Yunnan Province as an Example

中共十九届四中全会提出:坚决打赢脱贫攻坚战,巩固脱贫成果,建立解决相对贫困的长效机制。2020年是脱贫攻坚决战决胜之年,脱贫攻坚取得全面胜利之后,巩固脱贫成果、防止返贫致贫和解决相对贫困问题,将是中国今后相当长一段时间必须下大力气解决的问题。巩固脱贫成果、防止返贫致贫和解决相对贫困问题,要实施加强基层党组织建设、激发贫困群众内生动力、提升基层基础设施和基本公共服务能力、扶贫产业提质增效、实施"精准返贫保险"五项措施。

The fourth plenary session of the 19th CPC Central Committee put forward the following proposals:China would resolutely win the battle against poverty,consolidate the achievements of poverty alleviation,and establish a long-term mechanism to solve relative poverty.The year of 2020 is crucial in winning the anti-poverty battle.After a comprehensive victory in the battle against poverty,China will have to work hard to consolidate its achievements of poverty alleviation,prevent the returning to poverty and solve the problem of relative poverty for a long time to come.Therefore,we need to implement five measures:strengthening the Party organizations in community level,stimulating the endogenous power of the poor,improving the capacity of community-level infrastructure and basic public services,improving the quality and efficiency of poverty alleviation industries,and implementing targeted poverty alleviation insurance.
