摘要
基于外部性理论,按项目影响范围与受益主体,从接受者角度,将铁路建设项目效益分为内部效益与外部效益,从而建立铁路建设项目效益后评价指标体系,利用熵权法对各指标进行权重赋值,最后利用模糊综合评价模型研究铁路建设项目效益综合后评价。可通过项目实施过程、运营实际效果与前期可研阶段作出的预测的有关经济效果值进行对比,分析偏差情况及其原因,提出改进对策,来提高项目可研和管理决策水平。
Based on the theory of externality,this paper divides the benefits of railway construction projects into internal benefits and external benefits from the perspective of the scope of project influence and beneficiary.Establishing a post-evaluation index system for the railway construction project.Finally entropy weight method is used to assign weights to each index,and fuzzy mathematical model is used to study the comprehensive post-evaluation of railway construction project benefits.Through the comparison between the project implementation process,the actual operation effect and the economic effect value predicted in the early feasibility stage,the deviation situation and its causes are analyzed,and the improvement countermeasures are put forward,which can improve the project feasibility and management decision-making level.
