国有企业离退休人员现状与管理建议

摘要 对国有企业全体离退休工作人员全部实行高度社会化的管理,既是国有企业进一步深化经济体制改革的主要手段和途径之一,又是全社会共同建立健全的社会保障制度体系的基础和关键,还是进一步确保中央和国有企业全体离退休工作人员的合法权益、维系经济和社会稳定的重要政治手段。本文首先系统阐述了国有企业对离退休工作人员全部实施的社会化服务和管理的意义和必要性,其次,分析了当前中央和国有企业对离退休工作人员的社会化服务和管理改革面临的问题和困境,同时,深入探讨了中央和国有企业对离退休工作人员的社会化服务和管理改革的一些相关政策措施。 The highly socialized management of all retired employees of state-owned enterprises is not only one of the main means and ways for state-owned enterprises to further deepen economic system reform,but also the foundation and key to the establishment of a sound social security system by the whole society.It is an important political means to further ensure the legal rights and interests of all retired staff members of the central and state-owned enterprises and maintain economic and social stability.This article firstly systematically elaborates the significance and necessity of the socialized service and management of all retired workers implemented by state-owned enterprises.Secondly,it analyzes the problems faced by the central and state-owned enterprises in the reform of socialized service and management of retired workers And dilemma,at the same time,in-depth discussion of the central and state-owned enterprises on the socialized service and management reform of retired staff and some related policy measures.
