产业融合理论视角的“三瓜公社”扶贫实践路径及启示

兴旺农村产业的重要抓手在于农村产业融合。以安徽“三瓜公社”特色小镇为研究对象,从产业融合理论视角,系统分析了“三瓜公社”开展扶贫工作的四大做法,即:盘活农村土地资源,满足产业融合发展用地需求;科学选择产业路径,夯实脱贫的产业基础;共享域内外资源,为脱贫提供资源保障;突破人才瓶颈;解决脱贫的人力资源短缺问题。“三瓜公社”在产业融合理论指导下的脱贫实践说明,土地资源、信息技术、域内外资源保障和人力资源是农村三产融合基础上的扶贫攻坚工作的关键,需要高度重视并加以解决。“三瓜公社”的成功经验,对各地的扶贫攻坚工作具有重要的参考价值和启示。

Taking the characteristic town of Sangua Commune in Anhui Province as the research object, the paper, from the perspective of industrial convergence theory, systematically analyzes the four major practices of "Sangua Commune" to carry out poverty alleviation work, namely revitalizing rural land resources to meet the land demand of industrial convergence and development, scientifically choosing the industrial path to consolidate the industrial foundation of poverty alleviation, sharing internal and external resources to provide resource guarantee for poverty alleviation and breaking through the bottleneck of talents, and solve the shortage of human resources in poverty alleviation. The practice of eliminating poverty in Sangua Commune under the guidance of the theory of industrial integration shows that land resources, information technology, internal and external resources security and human resources are the key to poverty alleviation based on the integration of agriculture, manufacturing and tertiary industry, which should be highly valued and resolved. The successful experience of Sangua Commune has important reference value and revelation to the poverty alleviation work in other places.
