社会组织参与城市公共空间治理的角色定位、现实困境及路径分析--以宁波市为例

Analysis on the Role Orientation,Realistic Dilemma and Path of Social Organizations'Participation in the Governance of Urban Public Space--Taking Ningbo City as an Example

以政府为单一主体的城市公共空间治理模式存在困境,培育和引入社会组织参与城市公共空间治理是化解城市空间治理难题、促进城市健康发展的新方式。社会组织是利益整合者、监督者、维护者和管理者,它促进政府和民众的沟通,有助于维护空间秩序和正义。文章通过实地调研,深入分析宁波市社会组织参与城市公共空间治理的现实困境,从转变理念、健全机制、完善法律、加强学习等方面提出社会组织参与公共空间治理的建议。

Difficulties exist in the governance model of urban public space with the government as a single subject.Cultivating and introducing social organizations to participate in governance of urban public space is a new way to solve the problems of urban space governance and promote the healthy development of cities.Social organizations are integrators,supervisors,defenders,and managers of benefit by promoting communication between the government and the people and maintaining spatial order and justice.The paper conducts an in-depth analysis of the current status of social organizations'participation in urban public space governance through field investigations,summarizes the existing problems,and proposes suggestions for promoting the participation of social organizations in public space governance from the aspects of changing concepts,perfecting mechanisms,improving laws and strengthening learning.
