船舶污染事故区域应急联动体系的组成要素 被引量:4

摘要 建立沿海船舶污染事故区域应急联动体系,对于提高应急处理效率及严重污染事故的应急能力,保护海洋生态环境具有重要意义。基于船舶污染事故应急特征,分析了区域应急联动体系的组成要素重要程度以及各要素之间的关系。构建了业务要素、保障协同要素、基础要素与应急联动效益之间关系的结构方程模型,得到相关系数。研究结果表明,3个组成要素均对应急联动效益具有显著的正向影响,按影响作用从大到小排序分别为业务要素、基础要素以及保障协同要素,组成要素两两之间的关系均具有显著的相关性,按关联度从大到小排序分别为业务要素与基础要素、保障协同要素与基础要素、保障协同要素与业务要素。 Establishing a regional emergency response system for coastal ship pollution accidents has an important sense to improve the emergency response efficiency and capability of serious pollution accidents and protect marine ecological environment.Based on the emergency characteristics of ship pollution accidents,the components of the regional emergency response system and the relationship between the various elements were analyzed.The structural equation model of the relationship among the business elements,the guarantee synergy elements,the basic elements and the emergency linkage benefits was constructed.Then,the correlation coefficients between the elements were obtained.The results illustrate that all the three components have significant positive effects on the emergency linkage benefit.According to the influencing degree,they are business elements,basic elements and guarantee synergy factors.According to the correlation degree,they are the business elements and the basic elements,the guarantee synergy elements and the basic elements,the guarantee synergy elements and the business elements.
