天水市大力推动编织业、服装业、种植养殖业、农产品加工业、电子元器件加工业等扶贫车间的产业发展,有了一定的发展基础和前景,但扶贫车间发展中带贫率低、产业层次低端、运营模式落后、向高质量发展和长远发展能力不足。天水市扶贫车间产业以全面提升贫困人口就业与创业的可持续就业能力为目标,由天水市扶贫办牵头构建组织保障体系,进一步扶持扶贫车间形成规模化优势产业集群,创新运营模式,培植富有文化地域特色的品牌,促进扶贫车间产业转型升级,向高质量发展,为脱贫致富和乡村振兴战略的实施奠定产业发展基础。
