摘要
中共十九届四中全会提出构建服务全民终身学习的教育体系,从国家战略高度指出了终身学习的核心作用。然而,从已有多项数据来看,我国目前终身学习的气氛不容乐观。建议加快推进学分银行建设,并以此构建终身学习教育体系,建设学习型社会。首先,为全民建立类似银行账户的个人学习账户;其次,从供给侧角度向社会提供海量且多样的学习资源;再次,先在小范围内打通学分认定与转换的通道,然后不断扩展到整个全民范围;最后,政府、社会、行业、企业、学习者各方都要积极参与其中,并在学分银行运行初期主动多和其他社会经济建设项目相呼应。
The Fourth Plenary Session of the 19th CPC Central Committee proposed to construct an education system that serves lifelong learning for all,which highlighted the central role of lifelong learning from the perspective of national strategy. However,according to available data,the current situation of lifelong learning in China is not optimistic. Thus,several suggestions were put forward,including accelerating the construction of learning credit bank,establishing a lifelong learning educational system on basis of the learning credit bank and building a study-orientated society. To achieve these goals,firstly,it is necessary to set up personal learning accounts that are similar to bank accounts for all citizens. Secondly,massive and diverse learning resources are provided to the society from a supply-side perspective. After the channels for learning credit verification and conversion are opened up in a small scale,we can continually expand the scope to include all people. Furthermore,this paper urged the government,society,industries,enterprises and learners to participate proactively. Lastly,in the initial stage of operation,the learning credit bank should actively interact with other economic construction projects of the society.
