欠发达地区高职院校实施1+X证书制度的现实诉求与推进路径 被引量:4

摘要 我国职业教育发展区域失衡,欠发达地区高职院校数量、办学规模以及办学水平等与发达地区都存在较大差距,1+X证书制度可为其提供新的途径,解决发展难题。1+X证书制度作为人才培养模式的创新,有利于开展“适合的教育”,促进产教融合深化,解决师资与生均资源短缺问题。针对欠发达地区高职院校如何推进1+X证书制度,提出学校深入理解试点工作精神,积极推进各项改革和试点工作;政府做好统筹规划与顶层设计,与院校合作加强试点配套制度建设;探索校企合作新途径,建立校企合作长效机制;基于现有条件选择试点专业及等级证书,谨防盲目跟风;完善组织激励配套制度,保障教师与学习者的利益等推进路径。 In different areas of China,developments of vocational education are imbalanced. Specifically,in terms of the quantity,scale and school-running quality of higher vocational colleges,there exists large gaps between underdeveloped and developed areas. Nevertheless,the 1 + X Certificate System provides new approach to overcome these development challenges. As an innovation of talent training model,the 1 + X Certificate model helps to carry out the"suitable education",facilitate the indepth integration of industry and education,and solve the shortages of teachers and inadequate resources for students. Several suggestions were proposed in regard to the promotion of the 1 + X Certificate System in higher vocational colleges located underdeveloped areas. As for schools,they should not only enhance their understandings of the pilot project,but also promote the implementation of reform and pilot project proactively. The government should strive to establish the overall planning and toplevel design,as well as cooperate with schools to strengthen the supporting system construction of pilot project. Furthermore,schools are encouraged to explore new approaches of school-enterprise cooperation and establish a long-term mechanism for school-enterprise cooperation. When selecting the pilot majors and vocational skill level certificates,decisions should be made based on existing conditions of schools rather than popular trends. Lastly,schools should improve the organizational incentive supporting systems to protect the interests of both teachers and learners.
