摘要
人力资源服务业是当前中国经济高质量发展中党和国家十分重视的工作,也是人力资源学科中的新兴领域。目前,人力资源服务业概念存在基于产业观、行业观、组织观以及业务观的不同解释。从业务观角度看,中国人力资源服务业占全国GDP约37%,也已超过全球人力资源服务业总额的60%。新时代的中国人力资源服务业对实现全面建成小康社会具有经济、社会与政治等多方面的价值;中国人力资源服务业具有政策体系不断完善、民营机构蓬勃发展、主要业态稳步增长与服务产品层出不穷等特点,表现出高端发展产业链不断延伸、产业业态不断细分及专业化发展加快、"一带一路"建设国际化发展加速、应用新型技术行业融合创新不断增强、人力资源服务市场从行政转向法治等发展趋势。
Human resource service industry is the work that the Party and the State attach great importance to in the current highquality economic development of China at present,and it is also an emerging field in the human resource discipline.At present,the concept of human resource service industry has different views based on the views of industry,industry,organization and business.From the perspective of business,China’s human resource service industry accounts for about 37%of the national GDP,already exceeding 60%of the total GDP of human resource service industries of the world.China’s human resource service industry in the new era has economic,social and political values for building a well-off society in an all-round way.China’s human resource service has the characteristics of the continuous improvement of policy system,the vigorous development of private institutions,the steady growth of main business types and the endless emergence of service products,showing the development trend of the continuous extension of high-end development industry chain,the continuous subdivision of business types,the accelerated development of specialization,the accelerated international development of the Belt and Road construction,the strengthened integration and innovation of applied new technology industry,and the transformation of human resource service market from administration to rule of law.
