摘要
对长江干线航行船舶的能耗和污染水平现状进行相关统计分析,在此基础上充分梳理国内外船舶环保技术的相关标准,从能耗和污染两方面入手,建立长江船舶能耗污染水平评价体系,划定高能耗、高污染船舶评价指标的阈值,实现长江现有船舶能耗和污染水平的科学分级分类,并从便于操作的角度提出指标分值确定和计算的方法。提供一种能够识别高能耗高污染船舶的有效途径,提出管控长江高能耗高污染船舶的对策建议。
Based on the statistical analysis of the energy consumption and pollution status of ships sailing along the Yangtze river,the relevant standards of environmental protection technology for ships at home and abroad were sorted out.Combining with energy consumption and pollution,the evaluation system of energy consumption and pollution was established for ships sailing along the Yangtze river.The thresholds of evaluation indexs were defined for high energy consumption and pollution ships,and the scientific classification of energy consumption and pollution levels for ships in the Yangtze river were realized.The method of determining and calculating the index score was put forward from the point of view of convenient operation.An effective way to identify the high energy consumption and high pollution ships was provided,so as to propose countermeasures to manage and control the high energy consumption and pollution ships in the Yangtze river.
