长三角行政区划调整:历程、特征及思考——基于行政区划资源的视角

Adjustment of Administrative Divisions in the Yangtze River Delta:Process,Characteristics and Consideration

行政区划是长三角一体化中不可回避的问题。从“行政区划本身也是一种资源”的理论视角出发,分析1978年至2019年长三角各城市行政区划调整行为,可以发现,行政区划调整有力支撑并推动长三角发展进程,呈现制度资源的全区化与轴向拓展、空间资源的趋大化与结构重组、组织体系的实体化与持续创新等特征。尽管行政区划调整的风险与机遇并存,但它依然是高效处理区域协调问题、推进区域一体化的重要手段之一。新时期长三角区域一体化国家战略下,应在保持行政区划格局总体稳定的基础上,激活不同层级行政区划的资源作用,统筹行政区划总体格局优化与局部重点突破,探索更加扁平和更高效率的组织体系。

It is an unavoidable problem to optimize the setting of administrative divisions in the integration of the Yangtze River Delta.From the theoretical perspective of"administrative divisions are also resources themselves",this paper analyzes the adjustment behavior of the administrative divisions in the Yangtze River Delta from 1978 to 2019.It can be found that the adjustment of administrative divisions strongly supports and promotes the development process of the integration of the Yangtze River Delta,it also shows the characteristics of full coverage and axial expansion of institutional resources,the larger trend of spatial resources and structural reorganization,and the substantiation and continuous innovation of organizational system.Although there are both risks and opportunities in the adjustment of administrative divisions,the optimal allocation of administrative division resources is still one of the important means to deal with regional coordination and promote regional integration.In the new era under the national strategy of Yangtze River Delta integration,on the basis of maintaining the overall stability of the administrative division pattern,the Yangtze River Delta should play the roles of activating different levels of administrative division resources,coordinating the optimization of the overall and local administrative division pattern,and exploring a more flat and efficient organizational system.
