新冠疫情下国有能源贸易公司增强资源保障作用的思考与建议

Thoughts and suggestions on strengthening resource guarantee for state-owned energy trading companies under COVID-19

2020年初以来新冠疫情爆发蔓延,严重打击全球经济,油气供需大幅萎缩,国际原油价格暴跌,油气行业遭遇前所未有的冲击。当前,国有石油企业国际化经营面临的风险包括经营活动现金流紧张、应收账款坏账增加、对银行的融资依赖加大、融资授信难度加大、融资成本大幅上扬以及债务和汇率风险上升等。国有能源贸易公司是国有石油企业国际化经营的重要载体。面对当前新冠肺炎疫情与油价下跌的复杂局面,国有能源贸易公司在调节保供、资金安全、降本增效及人才储备四个方面发挥着重要作用,为国有石油企业的国际化经营乃至国家能源安全提供保障。建议政府优化"两金"考核,鼓励"逆市"投资;石油企业强化风险防控,加强产业协同,创新投资机制,储备优秀人才;能源贸易公司重视现金流管理,优化"两金"管理,提升运力保障,增强人才优势。

Since the beginning of 2020,the spread of COVID-19 has severely hit the global economy.Oil and gas supply and demand have sharply contracted,international crude oil prices have plummeted significantly,and oil and gas industry was impacted unprecedentedly.At present,the risks faced by the international operation of state-owned oil enterprises include the shortage of cash flow from operating activities,the increase of accounts receivable and bad debts,the increase of financing dependence on banks,the increase of financing difficulty,the sharp rise of financing costs,and the increase of debt and exchange rate risks.State-owned energy trading company is an important carrier of international operation of state-owned oil enterprises.Facing the current complex situation of COVID-19 pandemic and falling oil prices,it would play an important role in regulating and guaranteeing supply,capital security,cost reduction and efficiency increase,and talent reserve,thus providing guarantee for the international operation of state-owned oil enterprises and even national energy security.It is recommended that the government optimize the assessment of accounts receivable and inventories and encourage investment in the countercyclical period.State-owned petroleum corporations should strengthen risk prevention and control,boost industrial coordination,innovate investment mechanisms,and reserve outstanding talents.Energy trading companies could attach importance to cash flow management,optimize the management of accounts receivable & inventories,improve transportation capabilities,and enhance talent advantages.
