广东省跨省流域横向生态保护补偿机制实践研究

A Practical Study on the Compensation Mechanism of Trans-provincial River Basin ecological Protection in Guangdong Province

流域横向生态保护补偿是充分调动流域上下游地区积极性,共同推进生态水生态环境保护和治理,促进生态环境质量改善的重要手段。本文在总结近年来广东省实施跨省流域横向生态补偿试点工作情况的基础上,分析了实践过程中存在的主要问题,并对进一步健全完善流域横向生态保护补偿机制进行了探讨,以期为进一步的实践研究和应用提供参考。

Horizontal ecological protection compensation is an important means to fully mobilize the initiative of the upper and lower reaches of the river basin, jointly promote the protection and treatment of ecological water and environment, and promote the improvement of ecological environment quality. On the basis of summarizing the pilot work of trans-provincial horizontal ecological compensation in Guangdong province in recent years, this paper analyzes the main problems existing in the practice and discusses the further improvement of the compensation mechanism of trans-provincial ecological protection in order to provide reference for further practical research and application.
