服务地方的医药工程学院专利管理现状分析及相关对策研究

摘要 目的为服务地方产业发展,了解佛山科学技术学院医药工程学院的专利情况,就如何提升专利质量和促进专利转化进行探讨,为学院制定相关政策提供参考依据。方法对2016年1月至2019年12月佛山科学技术学院医药工程学院申请和授权专利进行统计,采用SPSS 21.0统计学软件对专利申请量、授权量、专利类型、转化情况和第一发明人基本情况等进行X2检验分析和描述性分析。结果 2016年1月至2019年12月专利申请量和授权量分别为450件和113件;申请专利中PCT(Patent Cooperation Treaty)专利占4.22%,发明专利占45.78%,实用新型专利占49.56%,外观设计专利占0.44%;获得授权专利中发明专利占3.54%,实用新型专利占95.58%,外观设计专利占0.88%;专利转化率较低,占授权专利2.65%。结论医药工程学院专利工作整体趋势良好,服务地方产业的同时专利质量有待进一步提高,重视知识产权保护,加大投入和激励政策,搭建科技成果转化平台。 Objective: To serve the development of local industries, understand the patent situation and improve the quality to promote the patents transformation in School of Medical Engineering of Foshan University, then further provide reference for policy formulation. Methods: Statistics on patents applied for and granted of School of Medical Engineering of Foshan University from January 2016 to December 2019 were collected. The number of patent applications, the granted number, the type, transformation, and basic situation of the first inventor were analyzed by SPSS 21.0 statistical software. Results: From January 2016 to December 2019, the number of patent applications and grants were 450 and 113, respectively;In the patent applications, PCT(Patent Cooperation Treaty) accounted for 4.22 %, while invention patents for 45.78 %, utility model patents for 49.56 %, and external designs for 0.44 %;Among the licensed patents, inventions patents accounted for 3.54 %, utility model patents accounted for 95.58 %, and external designs accounted for 0.88 %. The conversion rate of patents was very low, accounting for 2.65 % of the licensed patents. Conclusion: The patent work in the School of Medical Engineering have a great development trend. However, the quality of patents needs to be further improved. Great importance is attached to intellectual property protection, increase devotion and policy stimulation, and build a platform for the transformation of scientific and technological achievements.
