Evaluation on Economic Growth Effect of Regional Cooperation

区域经济合作弱化了边界效应,提高了劳动力和资本等要素的流动速度,但是否促进了经济共同增长至今尚未有定论。文章收集了2004-2018年中国省际面板数据,运用合成控制法对珠三角地区与其周边的粤东西北欠发达地区合作的经济绩效进行评估。研究显示:珠三角地区与粤东西北地区的经济合作并未达到预期目标;进一步研究发现,与珠三角合作紧密的环珠6市经济增长负向冲击作用大于非环珠6市。就内在机理而言,劳动力外流和产业集聚度不高对粤东西北地区经济增长产生阻碍作用;高附加值产业和资本集聚度低是环珠6市经济增长不如非环珠6市的主要原因。研究结论可为政府制定区域经济协调发展政策和推进经济合作进程提供参考。

Regional economic cooperation weakens the border effect and improves the flow speed of labor and capital,but the effect to boost common economic growth has not been determined. In this paper,the economic performance of the cooperation between the Pearl River Delta region and its surrounding underdeveloped areas in the East,North and West of Guangdong are evaluated by using the Synthetic Control Method based on the panel data of China’s provinces from 2004 to 2018. The conclusion shows that the economic cooperation between the Pearl River Delta and the East,North and West of Guangdong has not reached the expected goal;further research finds that the negative impact of economic growth of the six cities around the Pearl River Delta is greater than that of the six cities non around the Pearl River Delta. As far as the internal mechanism is concerned,the labor outflow and the low degree of industrial agglomeration hinder the economic growth the East,North and West of Guangdong;the low degree of high value-added industries and capital agglomeration is the main reason why the economic growth of the six cities around the Pearl River Delta is not as good as that of the six cities non around the Pearl River Delta. The conclusion can provide a reference for government to formulate the policies of regional economic coordinated development and to promote the process of economic cooperation.
