全面的社会互信建设需要政府和市场共同努力,政府要发挥诚信建设示范作用,政府和市场力量要协同加强商务诚信及市场信用秩序建设,完善政策与市场、现实与网络之间的互信,在此基础上更要加强构建国际互信。这些信任关系的建立与培育需要加强法律、信用和道德三大体系建设。信用体系建设是国家治理体系和治理能力现代化的基础和重要组成部分,建议作为国家的基础设施软科学工程之一列进我国整个战略布局以及国家“十四五”总规划。

Comprehensive social mutual trust construction calls for the joint effort of the government and the market.The government should play a demonstration role in integrity construction and work collaboratively with the market to strengthen the construction of business integrity and market credit orders.In addition,the government should improve the mutual trust between policy and market,reality and internet,and then exert more effort in reinforcing the construction of international mutual trust.The establishment and cultivating of these trust relations need intensify the construction of systems of law,credit,and morality.Credit system construction is the foundation and an important part of the modernization of the system and capacity of state governance.Thus,this article recommends that its construction should be included into China’s overall strategic plan and the 14^th Five-Year Plan as a soft science project of the national basic infrastructure.
