利益相关者视角下既有建筑节能改造协调机制研究

Study on Coordination Mechanism of Existing Building Energy Efficiency Retrofitting from the Perspective of Stakeholders

既有建筑节能改造对我国改善民生、造福百姓具有重大意义。本文从利益相关者的视角,首先界定既有建筑节能中主要利益主体:业主、建筑节能公司、银行、政府和融资平台。之后分析五大主要利益者的利益诉求和目前既有建筑节能改造市场主要问题,构建利益相关者视角下既有建筑节能改造协调机制。本文所构建的协调机制以政府为主要引导者,激励各方积极参与既有建筑节能改造市场。协调机制中根据不同市场发展时期各利益主体的需求不同从方法、时期和逻辑三个角度构造了三维的政府激励政策路径。引入区块链技术构建信息共享平台,解决各利益方信息不对称问题。

Existing building energy efficiency retrofitting(EBEER) is of great significance to improve people’s livelihood and benefit the common people. From the perspective of stakeholders, this paper first defines the main stakeholders in the existing building energy conservation: owners, building energy conservation companies, banks, governments and financing platforms, then it analyzes the interests of the five major stakeholders and the main problems of the EBEER market, and constructs the coordination mechanism of the existing building energy-saving renovation from the perspective of stakeholders. The coordination mechanism established in this paper takes the government as the main guide and mobilizes all parties to participate in the EBEER market. In the coordination mechanism, three-dimensional government incentive policy paths are constructed according to the needs of different stakeholders in different market development periods from the perspectives of methods, periods and logics, and blockchain technology is introduced to construct information sharing platform so as to resolve the information asymmetry of the various stakeholders.
