土地制度是农村的根本制度,新形势下深化农业农村改革,主线是处理好农民和土地的关系。新时代推进我国农村土地制度改革,需要正确理解中国特色是逻辑起点、农村是空间场所、土地是物质基础、制度是关系物化的制度内涵,客观剖析当前中国农村土地制度的问题表征,论证中国农村土地制度改革的实践诉求。遵循立足中国实际、以人民为中心、坚持法治化和寻找最大公约数的逻辑,实现中国特色农村土地制度高质量改革。新时代走好具有中国特色现代化农业道路的根本制度、保持中国农业社会主义本质,将中国特色农村土地制度的显著优势转化为治理优势,需要坚持党的领导制度、做好改革顶层设计、尊重农民首创精神和强化制度执行。

The land system is the central system of the countryside, and the mainline of deepening agricultural and rural reform in the new situation is to deal with the relationship between farmers and land. To promote the reform of China’s rural land system in the new era, it is necessary to correctly understand the institutional connotations of Chinese characteristics as the logical starting point, the countryside as a spatial place, land as a material foundation, and the system as the materialization of relations, to objectively analyze the problematic features of the current Chinese rural land system, and to argue for the practical demands of China’s rural land system reform. It will follow the logic of basing itself on Chinese reality, putting the people at the center, adhering to the rule of law, and seeking the maximum number of conventions to achieve high-quality reform of the rural land system with Chinese characteristics. In the new era, we should adhere to the Party’s leadership system, conduct the superior design of reform, respect the pioneering spirit of farmers, and strengthen the implementation of the system. Therefore, we can implement the fundamental system of modern agriculture with Chinese characteristics, maintain the original character of Chinese agricultural socialism, and transform the significant advantages of the rural land system with Chinese characteristics into advantages in governance.
