欧盟成员国国家资格框架的质量保障探究及启示

Research and Enlightenment on Quality Assurance of National Qualification Framework of EU Member States

国家资格框架是规范管理各类资格、支持终身学习发展的重要工具。欧盟各国在实施国家资格框架时严守质量底线,基于EQARF和ESG等欧洲通用质量标准,从保障资格开发质量、认证教育和培训机构资质及保障资格授予过程质量三个方面开展工作,以期确保纳入国家资格框架的资格符合预设标准,教育和培训机构的教学质量值得信赖且资格纳入过程合理合法。我国可从制定统一质量保障标准、建立专门质量管理机构和调动社会各方力量参与等方面借鉴欧盟经验。

National qualification framework is an important tool to regulate the management of various qualifications and support the development of lifelong learning. European Union countries strictly observe the bottom line of quality in the implementation of the national qualification framework. Based on the European general quality standards of EQARF and ESG,they carry out the work from three aspects: guaranteeing the quality of qualification development,certifying the qualifications of educational and training institutions and guaranteeing the quality of qualification awarding process in order to ensure that the qualifications included in the national qualification framework meet the preset criteria,that the teaching quality of education and training institutions is trustworthy and that the qualification inclusion process is legitimate. Our country can draw lessons from the experience of European Union from the following aspects: formulating uniform quality assurance standards,establishing specialized quality management institutions and mobilizing all social forces to participate.
