开发性PPP模式实操路径研究

Research on the Practical Path of Development PPP Model

对比传统PPP模式和开发性PPP模式在合作标的、合作目的等方面的相同点以及在土地、运营、风险承担、自造血方面的不同点。指出目前传统PPP模式存在社会资本重建设轻运营、财政资金吃紧、政府承担隐性债风险三方面问题,提出开发性PPP模式在实操环节的三阶段路径:第一阶段为制度创新、资金自平衡;第二阶段为风险合理分配、专注运营;第三阶段为二阶激励、价值创造。

This paper compares the similarities between the traditional PPP model and the development PPP model in terms of cooperation target and purpose,as well as the differences in terms of land,operation,risk-taking and self-made blood.At the same time,points out the objective problems of the current traditional PPP model in three aspects of social capital construction over operation,tight financial funds,and the government’s bearing of hidden debt risk,and puts forward the three-stage path of the development PPP model in the practical operation:the first stage is system innovation,self balance of funds;the second stage is the rational allocation of risks,focusing on operation;the third stage is the second-order incentive and value creation.
