基层治理中社会动员的技术支撑——基于浙江T市“三改一拆”行动的分析

On Technical Support for Social Mobilization in Community-level Social Governance——A Case Study of the“Three Renovates and One Demolish”Drive in City T of Zhejiang Province

基层治理能力的提升需要配套完备的社会动员技术的保障。当前,社会动员逻辑和技术开始呈现出新的特点,但总体上有着相对稳定的逻辑基础,即在社会动员过程中经常涉及利益导向、身份导向、情感导向三种逻辑。这三种逻辑共同指向认同,认同的逻辑是社会动员技术的根本遵循,利益、身份、情感是群众认同的三个面向。基于浙江省T市"三改一拆"行动的分析,社会动员要让群众认识到政府战略规划的全面系统和参与社会动员的美好前景,要通过多种方式宣传引导获取群众认同,要到群众中去、以零距离的工作获取群众认同,要强调党员领导干部带头作用,要刚柔并济、彰显政府原则底线。在推进社会治理现代化、强调社会治理法治化的背景下,规则逻辑也已经呼之欲出。

Strengthening the capacity for social governance at community level requires the support of a complete set of social mobilization techniques. At present, social mobilization tends to acquire some new characteristics in logic and technique terms. However, its logic foundation remains largely stable. That is, social mobilization often follows three logics, i.e., interests, identity and emotions, with sense of identification as their basis and the fundamental rule of social mobilization techniques. Interests, identity and emotions are three orientations for sense of identification. A case study of the"Three Renovates and one Demolish"Drive in City T of Zhejiang Province, shows that social mobilization should make the public see the general picture of the strategic planning of the government as well as the bright prospects of participating in it. It is important to publicize, direct and gain the public’s identification through multiple means and efforts. For instance, go down to the community and have direct interactions with the people, stress the leading role of Party members and officials, act with both firmness and flexibility, and show the bottom line of government principles. In the context of modernizing social governance and strengthening rule-based social governance, the logic of rules has become ever more important.
