The reform of government purchase services in the new era has great significance.With reviews of background and policy requirements,the analysis focuses on issues related to the reform of introducing government purchase services in the water sector and causes and reasons,with specific measures proposed regarding the reform of category-Ⅱ water resources public institutions.
