摘要
农业水价综合改革验收方法应体现推进区的差异性和政策的规定性。以县级为验收单元与政策规定的推进主体具有适应性;分区、分类、分指标、分权重体现了改革区域的差异性。验收责任主体应体现政府和部门责任,佐证资料应具有可得性、证明性、衔接性及其与相关工作的联系性。
The comprehensive reform and acceptance method of agricultural water price should reflect the difference of the promotion area and the stipulation of the policy.Taking the county level as the acceptance unit has adaptability to the main body of the promotion of policy provisions.Zoning,classification,sub index and decentralization reflect the differences of reform regions.The main body of acceptance responsibility should reflect the responsibilities of the government and departments,and the supporting materials should be available,demonstrative,cohesive and relevant.
