产权制度改革与农村集体经济发展--基于“产权清晰+制度激励”理论框架的研究

Property Rights System Reform and Development of Rural Collective Economy——The Research Based on Theoretical Framework of“Property Rights Clarity Plus Institution Incentive”

近年来开展的农村集体产权制度改革对集体经济发展产生了积极的促进作用。构建"产权清晰+制度激励"理论框架,深入分析产权制度改革对农村集体经济发展发挥作用的着力点发现,产权制度改革是促进农村集体经济发展的重要原因,干部正向激励机制激发了干部队伍的积极性、主动性,结合地方特色进行制度创新。本文运用贵州省六盘水市、广西壮族自治区贵港市覃塘区、山东省东平县三个案例验证了上述命题。后脱贫时代保持农村集体经济发展效果,应稳定产权结构,构建农村集体经济发展的长效机制,重视改革后农村集体经济组织的合法经营建设,优化农村集体经济组织发展的制度环境。

In recent years,the rural collective property rights system reform has promoted the development of rural collective economy greatly.By establishing the theoretical framework of“property rights clarity+institution incentive”,and analyzing the key approaches by which property rights reform influenced the development of rural collective economy,we found that property rights system reform is the significant cause for the development of rural collective economy.We also found that strengthening positive incentives for cadres could stimulate the enthusiasm and initiative of cadres,encouraging cadres at all levels to carry out institutional innovation with local characteristics.Three cases of Liupanshui city of Guizhou Province,Qintang District of Guigang city of Guangxi Zhuang Autonomous Region and Dongping County of Shandong Province are used to verify the above proposition.To maintain achievements in developing the rural collective economy in the post poverty alleviation era,we should stabilize the property right structure,construct the long-term mechanism of rural collective economic development,attach importance to the legal operation and construction of rural collective economic organization after the reform,and optimize the institutional environment for the development of rural collective economic organization.
