跨区域校企协同全流程培养涉海专业硕士的问题、原因与对策——以江苏海洋大学为例

Problems,Causes and Countermeasures of Cross-regional University-enterprise Cooperative Training Program of Marine Postgraduates:A Case Study of Jiangsu Ocean University

专业型涉海硕士研究生对校企协同培养有着特殊的要求,而当前存在校企协同的认识差距、协同程度有限、协同机制僵化等问题,致使专业型硕士研究生的培养目标错位,培养质量标准出现偏差。由于校企协同培养是专业型硕士研究生培养的本质要求,全流程协同是专业型硕士研究生培养质量的根本保证,跨区域合作则是涉海专业硕士研究生培养的必然之选。为此,必须加强顶层设计,实现观念变通,牢固树立贯彻培养全程的现代理念;实现流程畅通,系统考虑从目标设计到效果检验全过程的总体方案;实现制度贯通,明确教育教学管理体系中校企双方的职责与规范。要突破传统的校企合作模式,推动具有涉海专业特色的政府、高校、企业、科研院所的多元协同,以机制为保障,构建多维度协同机制、全流程考核机制和跨区域共建机制。在跨区域校企协同全流程培养涉海专业硕士方面,江苏海洋大学是一个较典型的案例。

There are many special requirements in the collaborative training program of professional postgraduates between universities and enterprises,which lead to some difficulties and problems towards coordination in different cognition,limited degree and rigid mechanism.It result in the mismatch between the training objectives and quality standards.The university-enterprise collaborative training is the essential requirement of professional master degree.The whole collaboration process is the fundamental guarantee of talent training quality.Cross-regional cooperation is an inevitable choice for the training of marine disciplines.To this end,it is necessary to strengthen the top-level design,achieve conceptual flexibility,and firmly establish and implement the modern concept of the whole training process.At the same time,in order to achieve a smooth operation of the process,the overall plan from the target design to the effect evaluation should be systematically considered.In addition,it is necessary to achieve systematic continuity and clarify the responsibilities and norms of both universities and enterprises in the educational management system.It is also necessary to change the traditional university-enterprise cooperation mode to improve the multi-dimensional coordination mechanism,full-process evaluation mechanism and cross-regional co-constructive mechanism among government,universities,enterprises and scientific research institutes.Such a typical case is studied in the Jiangsu Ocean University.
