新医改前后佛山市南海区卫生人力资源配置分析

摘要 目的了解新医改以来佛山市南海区社区卫生服务中心卫生人力资源配置的现状和问题,并为其合理配置社区卫生人力资源提供依据。方法采用描述性统计分析和查阅文献的方法对目前佛山市南海区医疗卫生机构卫生人力资源的数量、构成、年龄、工龄、学历、职称结构等资料进行分析,并使用洛伦兹曲线与基尼系数来分析护理人力资源配置的公平性。结果佛山市南海区卫生人力资源年龄、工龄、学历、职称以25~45岁青壮年,大专学历、初级及以下职称为主,高职称、高学历主要集中在三级医疗机构;不同地区之间护理人力资源人口与地理分布的洛伦兹曲线均分布在对角线附近,其中,按人口分布的基尼系数为0.16,按地理面积的值为0.29。结论佛山市南海区护理人力资源总量不足,地区之间分配不均衡,高学历和高职称的护理人才数量不足,护理人员年龄结构趋于年轻化,应从学历、职称、专业等方面优化护理人力资源结构,进而加强南海区护理人力资源的合理配置和有效利用。并在对其现状进行分析的基础上提出了相应的对策建议。 Objective Understand the current situation and problems of health human resources allocation in Nanhai District Community Health Service Center of Foshan City since the new medical reform,and to provide a basis for the rational allocation of community health human resources.Methods Uses descriptive statistical analysis and literature review methods to analyze the current data on the number,composition,age,seniority,education,and title structure of health human resources in medical institutions in Nanhai District of Foshan City,and uses Lorentz curves and Gini coefficients.To analyze the fairness of the allocation of nursing human resources.Results In Nanhai District of Foshan City that are unreasonable and need to be improved.Health human resources age,working age,education,professional titles are 25 to 45 years old,college education,junior and lower titles are referred to as the main,high professional titles,high education are mainly concentrated in the third-level medical institutions;nursing human resources population and the geographical distribution of Lorentz curves are all around the diagonal,where the Gini coefficient by population is 0.16 and the value by geographic area is 0.29.Conclusion The total number of nursing human resources in Nanhai District of Foshan City is inadequate,the distribution between regions is uneven,the number of nursing talents with high education and professional titles is insufficient,and the age structure of nursing staff tends to be younger,and nursing should be optimized in terms of education,professional titles,and professional Human resource structure,and then strengthen the rational allocation and effective use of nursing human resources in the South China Sea.Based on the analysis of the status quo,corresponding countermeasures are proposed.
