乡村振兴背景下的乡村基础设施建设指标体系优化探索——以合肥市为例

Exploration on the Optimization of Rural Infrastructure Construction Index System under the Background of Rural Revitalization——A Case of Hefei

乡村建设是加快我国城乡一体化发展的重要推手,乡村振兴规划战略新要求下的乡村建设既要充分体现不同地域乡村的发展特色,更要明确不同乡村的建设重点,尤其是对乡村基础设施建设领域的探索有待加强。本文结合国内外相关理论和指标体系及其具体内容、合肥市农村人居环境整治规划建设要求及当下与未来的乡村建设需求,从系统性、简明性、前瞻性、地域性及可实施性5个视角切入,通过提升生产能力、改善生活质量、修复生态环境3个方面,优化了乡村振兴背景下合肥市乡村基础设施建设指标体系,确定与合肥市乡村基础设施建设有极高关联度的57个指标,并指明指标体系对于合肥市乡村发展建设的重要意义。

Rural construction is an important impetus to speed up the construction of urban-rural integration in China. The proposal of the Nineteenth National Rural Revitalization Strategy has brought new opportunities for the development of agriculture and rural areas in China. Under the new requirements, rural construction should not only fully reflect the development characteristics of rural areas in different regions, but also clarify the construction priorities of different villages, especially in the field of rural infrastructure construction, which needs to be strengthened. This paper combines the domestic and foreign related theories and index systems and their specific contents, the construction requirements for the control and planning of human settlement environment in rural areas in Hefei and the current and future rural construction needs, starts from five perspectives of systematicness, conciseness, foresight, regionality and implementability, optimizes the rural infrastructure construction index system of Hebei under the background of rural revitalization through enhancing production capacity, improving the quality of life and protecting the ecological environment. Then 57 indicators with high correlation with rural infrastructure construction in Hefei are determined. The indicators have important significance for the rural development and construction in Hefei.
