摘要
2019年颁布的《关于建立健全可再生能源电力消纳保障机制的通知》标志着我国可再生能源消纳进入强制考核时代,建立绿色电力证书(简称"绿证")交易市场十分必要。针对各省面临的可再生能源消纳任务,设计了国家绿证交易市场和省级日前电力市场协调均衡机制。针对发电侧可再生能源电厂间的差异性,创新性建立了基于熵权法的绿证核发评价体系用以指导可再生能源的绿证核发;从消纳考核要求出发,构建了省级日前电力市场出清模型与国家绿证交易市场出清模型,发电商和售电公司共同参与省级日前电力市场进行电量和绿证的直接交易;在国家绿证交易市场中,受到不同可再生能源消纳配额百分比的影响,售电公司通过竞价进行绿证的购买和售出;算例分析验证了所述机制的可行性和有效性。
The Circular on Establishing and Perfecting the Guarantee Mechanism of Renewable Energy Power Consumption promulgated in 2019 marks that China's renewable energy consumption has entered an era of compulsory assessment.It is necessary to establish a green power certificate market.Aiming at the task of renewable energy consumption faced by each province,this paper designs a coordinated and balanced mechanism between national green certificate trading market and provincial day-ahead electricity market.In view of the differences between renewable energy power plants on generation side,an innovative green certificate approval and evaluation system based on entropy weight method is established to guide the green certificate approval of renewable energy.Starting from the requirement of consumption assessment,clearing models of the provincial day-ahead electricity market and the national green certificate trading market are constructed.Generators and power selling companies participate in direct transaction of electricity quantity and green certificate in provincial electricity market.In the national green certificate trading market,according to different percentage requirements of renewable energy consumption,electricity companies buy and sell green certificates through bidding.Feasibility and validity of the mechanism are verified with example analysis.
