Policy Evolution,Achievements and Experiences of Social Organization Governance since the Founding of New China

新中国成立以来,党的社会组织政策先后经历了破旧立新、恢复探索、整顿规范、转型完善、变革创新五个阶段的变化。这些变化促进了我国社会建设的深刻变革,在理论上实现了治理理念的重大转变、话语体系的中国化、理论体系的丰富发展;在实践上法规制度逐步健全、治理体制不断创新、党建工作日益加强。回首这一过程,它带给我们的重要经验与启示是:坚持党的领导始终是社会组织治理的核心,坚持立足国情是社会组织治理的前提,坚持依法治理是社会组织治理的保障,坚持制度创新是社会组织治理的关键,依靠行政推动与放管结合是社会组织治理的重点。

Since the founding of the People’s Republic of China,the Party’s social organization policy has undergone five stages of change:eradication of the old and establishment of the new,resumption of exploration,rectification of norms,transformation and perfection,and reform and innovation.They have accelerated profound changes in China’s social construction and made remarkable achievements:in theory,the realization of great transformation of the governance concept,the Sinicization of the discourse system,and the plentiful development of the theoretical system;in practice,the gradual perfection of the legal system,the continuous innovation of the governance system,and the increasing strengthening of the work of Party building.Looking back on this process,we have obtained important experiences and inspirations and we must adhere to the following:the leadership of the Party is the core of social organization governance;taking national conditions as the basis is the premise of social organization governance;governance by law is the guarantee of social organization governance;system innovation is the key to social organization governance;relying on administrative promotion and the combination of delegating power and strengthening supervision is the focus of social organization governance.
