基于供给侧改革的京津冀教育协同发展运行机制研究 被引量:1

摘要 京津冀教育协同发展中的问题主要源于三地供给侧与需求侧在教育资源与服务上出现严重供需矛盾,而解决该问题的关键在于进行教育供给侧改革。研究从供给侧改革的视角对京津冀三地教育资源现状进行系统分析,发现其存在基础教育资源的配置严重不均衡、高校分布差异造成教学资源"虹吸"效应显著、职业技术教育同产业结构协同性不高等问题。通过探寻问题根源,最后提出以下建议:建立以制度创新为导向的教育改革激活机制、建立以人口变化为导向的教育规模调节机制、建立优质教育资源共建共享机制、建立以产业调整为依据的教育转型升级机制、创新人才培养体制机制、建全教育协同联动合作机制等。 The problems in the coordinated development of Beijing-Tianjin-Hebei education are mainly caused by the serious supply-demand contradictions between the supply and demand sides of the three places in educational resources and services.The key to solving this problem lies in the reform of the supply side of education.The research systematically analyzes the current situation of education resources in Beijing,Tianjin,and Hebei from the perspective of supply-side reform.It is found that there is a serious imbalance in the allocation of basic education resources,and differences in the distribution of colleges and universities have caused significant"siphoning"effects on teaching resources.The synergy between vocational and technical education and industrial structure is not high.By exploring the source of the problem,the following suggestions are finally put forward:the establishment of an institutional innovation-oriented education reform activation mechanism,the establishment of a population change-oriented education scale adjustment mechanism,the establishment of a high-quality education resource co-construction and sharing mechanism,and the establishment of industry adjustment-based educational transformation and upgrading mechanism,innovative talent training system and mechanism,and the establishment of a comprehensive education cooperation mechanism.
