胖头泡蓄滞洪区是松花江流域防洪体系的重要组成部分,胖头泡蓄滞洪区防洪工程与安全建设已于2016年开始开工建设,文章对社会管理主要涉及的人口管理制度,生产管理制度,建设非防洪建设项目审批制度,防汛信息公告制度,以及《胖头泡蓄滞洪区运用补偿暂行办法》和洪水保险制度的制定等相关内容进行了详细的分析和探讨,以期为水行政主管部门和管理单位编制相应的管理制度提供参考。

The Pangtou flood retarding basin is an important component of flood control system in Songhua river basin,and the flood control project and safety construction of the Pangtou flood retarding basin has been constructed in 2016.This paper makes a detailed analysis and discussion on the population management system,production management system,construction of non-flood control construction project approval system,flood control information announcement system,as well as the use of temporary compensation measures in flood storage and detention areas and the formulation of flood insurance system,so as to provide reference for water administration departments and management units to formulate corresponding management systems.
