基于三方博弈的医养结合PPP项目主体行为研究

Research on the Stakeholders Behavior in PPP Projects of the Combination of Medical Treatment and Elderly Care Based on Triple Evolutionary Game Theory

医养结合PPP模式不仅可有效满足医疗健康及养老服务设施的供给质量和供给需求,还能缓解地方政府的财政负担。对医养结合PPP项目的利益相关者进行界定,分析其各自的行为逻辑。运用演化博弈理论构建了地方公共部门、社会资本和消费者三方博弈模型并绘制各主体动态趋势相图,确定了“地方公共部门积极监管、社会资本不采取机会主义行为、消费者进行反馈评价”的理想稳态策略。并据此提出了相应的治理对策建议。

The combination of medical and care PPP mode not only effectively meets the supply quality and demand of medical healthcare and pension facilities,but also alleviate the financial burden of local governments.Firstly,this paper defines the stakeholders involved in the combination of medical treatment and elderly care PPP project,and analyzes their respective behavioral logic.Secondly,this study uses the evolutionary game theory to construct a three-party game model of local public sectors,social capitals and consumers.Moreover,this paper draws a dynamic trend diagram of each subject and determines that“local public sectors actively supervise,social capitals refuse opportunism,consumers give feedback”as the ideal steady state strategy.Finally,this study provides corresponding countermeasures and suggestions for governance.
