摘要
普及残疾儿童义务教育是我国特殊教育体系建设的核心任务之一。三十多年来,国家陆续出台了大量推进残疾儿童义务教育发展的政策。本文从普及对象、普及率等多个指标分析了我国义务教育阶段特殊教育政策演进的基本情况,发现了5个主要问题,并针对这些问题提出了完善相关政策的建议。
The popularization of compulsory education for children with disabilities is a core task in the development of special education system in China.Numerous policies have been promulgated in this regard over the past 30 years.In this paper the development of special education policy at the compulsory education stage was summarized,and the popularization of compulsory education for children with disabilities was explored,including the indicators of target,universalization rate,etc.Suggestions were put forward on the grounds of 5 existing issues so as to improve policy making.
