土地流转背景下的中国粮食安全问题研究——以河南省为例

China’s Food Security under the Background of Land Circulation--Taking Henan Province as an Example

粮食安全问题是一个世界性的难题。中国一直以来高度重视粮食安全问题,习近平总书记强调,"我国是人口众多的大国,解决好吃饭问题,始终是治国理政的头等大事"。河南省是中国人口大省,也是粮食生产、加工大省,其粮食安全与否对保障国家粮食安全起着至关重要的作用。以粮食安全概念的发展变化为研究基础,通过对粮食生产现状和土地流转影响粮食安全因素进行分析,从河南省土地流转过程中影响粮食安全的现实因素入手,对"十四五"时期中国粮食安全的前景和趋势做出初步判断和展望,并从完善农业生产设施、强化土地流转耕地用途管控、培育土壤肥力、土地适度经营规模等方面提出保障粮食安全的对策。

Food security is a worldwide problem.China has always attached great importance to food security.General Secretary Xi Jinping stressed that"China is a large country with large population.Solving the problem of eating is always the top priority of governing the country."Henan is a province with a large population and a large province of grain production and processing and its food security plays an important role in ensuring national food security.Based on the development and change of the concept of food security,through the analysis of the current situation of grain production and the factors affecting food security in land circulation in Henan province,this paper made a preliminary judgment and prospect on the prospects and trends of China’s food security during the 14 th five-year plan period,and countermeasures to ensure food security were put forward in terms of improving agricultural production facilities,strengthening the management and control of arable transferred land use,cultivation of soil fertility,and adjusting the appropriate land management scale and so on.
