摘要
国家县域义务教育均衡发展督导评估数据显示,河北省168个县(区)均已达到国家规定的评估认定标准,整体进入了从基本均衡向优质均衡升级的发展新阶段。在此过程中,河北省在落实学校“全面改薄”、学生“两免一补”和学区制、集团化办学模式等方面取得较大成效。同时基于对河北省督导评估情况的分析和走访调研发现,河北省迈入新阶段的同时,在经费、师资和班额方面仍有不足。针对于此,引入教育公平阶段理论、心理契约和社会资本理论,提出了统筹省级经费使用以保障薄弱地区需求;健全保障发展机制以满足教师心理契约;优化集团制共同体以培育积极社会资本等改进措施促进河北省县域义务教育优质均衡发展。
According to the supervision and evaluation data of balanced development of compulsory education in the county,168 counties in Hebei Province have reached the evaluation criteria stipulated by the state.They have entered a new stage of development from basic balance to high-quality balanced stage as a whole.In this process,Hebei Province has made great achievements on the implementation of the“comprehensive reducing”of schools,the“two exemptions and one compensation”of students,the school district system,the mode of grouped school running and other respects.At the same time,based on the analysis of the situation of supervision and evaluation in Hebei Province and the investigation,it is found that Hebei Province has entered a new stage,but there are still some shortages on funds,teachers and class size.Regarding this,this paper introduces the theories of fair stage education,psychological contract and social capital,and puts forward to some improvement measures such as coordinating the use of provincial funds to ensure the demand of weak areas;improving the mechanism of security development to meet the psychological contract of teachers;optimizing the group system community to cultivate positive social capital to promote high-quality balanced development of compulsory education in counties of Hebei province.
