环境规制对绿色经济效率影响的门槛模型分析--基于产业结构的交互效应

Analysis of the Threshold Model of Environmental Regulation on the Efficiency of Green Economy --Interactions Based on Industrial Structure

现阶段,新发展理念已成为主流思想,绿色发展成为世界普遍形态的发展。本文基于2008~2018年中国各地区面板数据,运用超效率SBM模型测算各地区绿色经济效率,通过建立固定效应模型和门槛效应模型,探讨环境规制、产业结构对绿色经济效率的影响及二者交互作用对绿色经济效率的阶段性影响。结果表明:(1)2008~2018年东、中、西部的绿色经济效率呈现梯度发展态势;(2)不同地区的环境规制、产业结构对绿色经济效率影响具有显著差异;(3)环境规制、产业结构的交互项在产业结构的双重门槛下对绿色经济效率的影响呈"N"型走势。根据所得结论提出合理调控环境规制手段、合理控制第二产业规模以及合理制定外商准入机制的建议。

At present,the new development idea has become the mainstream thought,and the green development become the development of the universal form of the world.Based on the panel data of each region in China from 2008 to 2018,this paper uses the super-efficiency SBM model to measure the efficiency of green economy in each region.By establishing the panel regression model and threshold effect model,this paper discusses the influence of environmental regulation,industrial structure on the efficiency of green economy and the stage influence of their interaction on the efficiency of green economy.The results show that:(1)the efficiency of green economy in the east and west show a gradient development trend in 2008~2018;(2)the environmental regu-lation and industrial structure of different regions to green;(3)the effect of environmental regulation and industrial structure on the efficiency of green economy under the double threshold of industrial structure is"N"trend.According to the conclusions,the paper puts forward some suggestions for rational regulation and control of environmental regulation means,reasonable control of the scale of secondary industry,and reasonable establishment of foreign access mechanism.
