摘要
一、2019年備審年報評述線索:全覆蓋-審查基準-銜接聯動-基礎設施2019年10月,黨的十九届四中全會重申:「加强憲法實施和监督,落實憲法解释程序機制,推進合憲性審查工作,加強備案審查制度和能力建設,依法撤銷和糾正違憲違法的規范性文件。」備案審查,不僅獲得了一以贯之的強調,而且,匯總連接憲法實施、憲法監督、憲法解釋、合憲性審查,被安置於各項工作的结構樞紐位置。
